Moisture in Ceiling any suggestion?

Need help with my 2storey rental. The toilet above was clogged and apparently the water caused a leak into the unit below.

The tenants called the city, who is requiring me to Check moisture levels. If there is moisture, what’s the most cost effective way to remedy the issue of moisture/potential mold?
