If you want to remove the piece from the cement, make sure the inside of the post is fairly clean and not filled w/ rust and dirt, then with a chisel, (or power chipping hammer) "GENTLY" fold the old post into the hole in the middle, it should loosen up and be able to be pulled out.

Alex,What we do when we want to run wires in that situation is drop a single stud/hanger (often only 2x3) or a piece of rigid conduit into position with the receptacle / switch box attached (you can get shallow boxes if needed) and either cut it into the polyiso rigid insulation or apply the closed cell spray foam around it.You can use a stud wall with polyisocyanurate rigid board.
