The only requirement is that there needs to be a legitimate purpose for the death benefit.

I am starting to think that I should send the typical probate letter acknowledging the death with condolences and sending it to the PR which I assume is the executor.I am looking for advice and others experience with some rates of letters to leads conversion.

Some things to considerProp 13 is likely resulting in huge annual property tax savings. 2 of 5 years occupancy would mean much of the gains, possibly all, are tax exempt. at death there is currently a step up basis in value.  1031 is not an option currently because it is owner occupied.
