I am in a similar situation where I am looking for someone or group in the DFW area who I can work with and learn how to buy houses using seller financing, sub-to etc. 

I don't think Section 8 allows for "side deals" to work around their limits.

@Jerome Morelosno offense but... this doesn't make a lot of sense to meHELOC rates are high so for this to work you'll have to give them a great return to make this work for them...way too complicated for my taste

If you're not working with a local agent to help you screen tenants...I would say the best way to get as many eyes on the property is create marketing material - add to local FB groups and host 2 consecutive open house weekends showing a model unit and amenities.If you're close to any University Campuses - I would also suggest to partner with the university for housing opportunities for upperclass students.Good luck with filling those up!
