It generally depends on the neighborhood if you'll be granted the variance, some neighborhoods have become quite anti-development and others, if your request is reasonable, you're likely to get it.

They’re usually well screened, you get market rate, the government pays 80%-90% of the rent, they can’t destroy your property because there are section 8 yearly inspections , the tenants have to pay their own utilities(excluding water), you can reach out to a case worker if there are any problems you need mediation for and lastly, no one wants to lose their section 8 privilege because it’s not that easy to be granted.

There are grants for lower-income housing so there might be something there but I would likely find it hard to justify.Since prices, in general, are cheaper in KY I would spend more time renovating properties and repositioning them than starting from raw land.I have not built new construction for rental but in general for central KY price to rent ratio is around 1%.

Leases create a landlord tenant relationships, granting certain rights and responsibilities to both parties (depending on the state and cities they're in) and in Short Term rentals that's not what you want at all.
