Or what if another tenant was physically unable to push a mower so he had to hire a gardener at an even greater cost to himself....would that count more towards the rent control limit?  

Ideally - skills and benefits / rolls and responsibilities would compliment each other without conflict and a lot of overlap.

I would hate to have this result in requiring AC units that tenants won't use because they pay electric blocking the window and pushing the temperature over the limit.

Education is clearly the first step because you can do it with less resources and before you actually know what you want to pull the trigger on. however once the ball is rolling, you need to keep on learning all it can all come crashing down.
