BRRRR can work but you need to buy off market in order to see this strategy be effective. 

Honestly, they should pay you to take the mess off their hands.

You'd need to bring funds to closing on this one (assuming the entire $73k needs to be paid off).

You'd likely be better off with 1 small multifamily here in san diego for 900k to $1.3M range vs 10 single family homes in a random market at 100k a piece.
