If its an investment property you won't be able to HELOC it but if you owner occupy it you can HELOC and usually use up to 90% of the value.The other option is to cash out refinance at 70-75% LTV and use those funds to reinvest TAX FREE.The downside of selling is that you'll have to pay taxes or defer paying taxes (if 1031).
