So perhaps the landlord is purchasing from one of these resellers and reselling at the local utility co rate and pocketing the difference.

We always send the approval letter to the buyer, redacting any private info. as there is no harm, and it is necessary for the title co. to have it so they can follow/verify the required terms of the approval letter.

Although title co's can't offer legal advice, mine will have an attorney or two that are local and draw up notes and deeds of trust for like $250.  

We just completed a federal HUD and state of Colorado discrimination lawsuit because because we denied a tenant a pit bull as a service animal (even though the city of Denver does not allow pit bulls in city limits at all).

Conventional insurance companies use their co-insurance requirements and high replacement cost values as a way to garner more premiums.
