Most of the time most companies should only charge you around 1500 per panel for an up grade like that.On the copper its a safer metal then aluminum when its carrying an electrical load.

Joel -I can recommend a supplier who will provide above builder-grade carpet (25-28 lb) for $3.50 per square yard, 6 lb pad at $1.60 per square yard, and and I'm sure I can help you find an installer for about $5.00 per square yard or less, depending on the specific location.In fact, this is the same carpet and pad I use in my flips.

Put furring strips like 1 X4 against 2" foam and fill between to get your r-14 as is required here.stay away from fiberglass batts below grade,,,basements etc because all it is is a stinky mold and mildew catcher.
