I don't know about PA, but it's my generic understanding that you can still evict them if they did not pay the full amount, but if you accept a partial payment, you may void the eviction process.I'll see if I can find more specific info online.

I understand the desire to get answers but I would think sending out the survey as is would open you up to further financial pain, this time from your tenants.Even if the attorney gives you the OK, I"m not sure that I would mention anything about the former management having issues.You may get your answers and be better protected with a more generic letter introducing the new and improved management team and encouraging the tenants to bring any outstanding issues to their attention right away. 

However, today I received a supplement list from my tenants, and it states all bedrooms have "Lots of marks, dents, and holes & scratches on all walls".

Some will not raise the rents of good tenants preferring to supplement their rent in the belief keeping them is preferred over charging full market rent with the risk they will move.
