If she has a dog, I doubt she will give up the dog to rent your place...on the other hand I can see her going to a website to claim it as an emotional support animal and then you are stuck. 

Looking into a 3 building property, all the houses are on a cemented foundation with a  crawl space. 

I doubt you're in any sort of trouble for opening the door as you had reason to believe noone was inside and you were attempting to confirm it wasn't abandoned, but the larger question is how is someone getting that far behind on rent without paperwork being filed on them?

If you live in a snowy area it will be hard finding tenants in the middle of JanuaryIf you live in a place where winter weather is fine and people will move, then option number one no doubt.
