I have been on property tours where the street we were on was the correct street however the next street over was a cul-de-sac and you would not want to be on that street... ever.

Due to equal application under the law, the fact they have allowed this building to operate for decades without one means they should not be able to single you out and not allow you to continue to operate it.Another option is to convert some of the two bedroom units to one bedrooms by "De-bedrooming" some of the bedrooms.
