Yes, I understand that if I take a check for deposit to ensure the applicant is serious, but then they back out later on, they almost certainly will stop payment on the check, and lose $20 or so instead of $200.But really, if one applicant back down and I have other applicant, have I *really* lost all that much??

When the meter is in the house then most of the time the responsibility is up to the curb stop.The only 2 issues that I can think of for you going past the curb stop would be a size upgrade or new service.

If you are expecting to borrower, fix and then repay the loan (by selling the rehab or by refinancing the rehab) then the balance on the debt will never be high for that long.

Put a fence up with large no trespassing signs on their side; call the absentee landlord and told them they needed to clean up the apartment house and stop renting to criminals and stood in the yard and yelled at them.Told the local cops everything and they went next door to interview the culprits.
