IMO, non-recourse is a scam way to justify increasing rates to borrowers. 

I know that generally interest rates on Second Homes are greater than on personal homes but are the rates equal to Rental properties?

If it's early next year, it may not look the best as it wouldn't show full year of cash flow.

They don't attract the best tenants and are often overpriced.  

Here, it seems the fact pattern is in your favor but what is the best case scenario?

Is it fair to assume that hypothetical three neighboring vacant lots (1st totally flat = fully usable, 2nd - 50%-50%, 3rd = only 10% can be developed), with a similar acreage, should fall under different tax rates?
