NYC - Violation Advice - Trusted Expeditor

I acquired a multi family a couple of years ago in Brooklyn, NYC. The property had undergone significant renovations c10 years ago following the issuance of three class B violations - mold, lack carbon monoxide detectors x2. As part of the renovation, all of these were remedied however the violations were not cleared as I suspect the renos were done without the full permitting.

The purchase agreement had a requirement to clear the violations prior to sale but the Seller and I agreed a fairly substantial seller credit to clear the violations as it was recognized there were risks around the renovation work and potential non compliance with permits that I may have to remedy. These were risks I was willing to take and remedy afterwards. I am not sure I fully appreciated the scale of risk as I was not aware there are daily fines associated with class B violations.

Following closing, I reached out to an expeditor I was recommended and the guy basically took my initial money and did nothing and then stopped responding to calls/ emails - finding nobody will work in NYC without money up front is hard. I then got distracted until I learned about the daily fines. Separately I have a non paying tenant I am evicting which will cost me c10 months rent but that is another story and buyer beware in dealing with NYC tenancy and housing laws - advice is hire a lawyer from day one of nonpayment.

Two questions for the forum:

1. Can someone recommend a trusted expeditor in Brooklyn (Kings County) who knows how to navigate the system and help me clear the violations.

2. On the HPD website, class B violations carry $10/ day / violation. Is this actually enforced? I was fully not made aware of the fine element and daily cost by my lawyer. Very simple math of $10 x 3 x 365 is $10,950 per annum and these violation are over ten years old, this bill could be huge if I am liable for the daily element of the fines.
