Why not have the new management company talk to the tenants...As a bigger picture, if they collected rent (IE: cashed the rent checks) and wrote a check back to the tenant, you did not authorize the check back to the tenant and it should be their expense not yours.Good luck.

Once the agent said the owner of the house (now the bank) didn't authorize the work and wouldn't pay for it, they disappeared quickly.

The agent should not be able to tell the bank of higher offers unless the owner authorized them to do so.
