Prepare accordingly and buy correctly so you can weather large repairs.I just had a client have to swallow an $8000 plumbing bill because the pipes under the foundation were cracked in multiple places.

In addition to the structure, there are also 2 mobile homes that are not on foundations but are connected to public utilities(sewer/water/power).Second parcel features a 1 bed 1 bath 480 sqft unit zoned multi family 2-3 unites.

That said, here are some ideas on where I concentrate:All new flooring (LVP or LVT)All new paintAll new light fixturesNew kitchen (granite countertops, backsplash, painted cabinets, hardware, matching appliances)New bath (I like matching the kitchen finishes)Ceiling fansGood mechinicals (HVAC, water heater, roof, foundation... no leaks or drafts!)

foundation is already set but I just need to gut out and rebuild this home. it's located in maryland. 

Is it because its not on a permanent foundation? 

Close analogy would be to state you are not going to build the first floor & foundation of a building, only the 2nd and 3rd floor to save on the cost on the foundation.  

I am purchasing an older home (1938) that is stone foundation that I suspect will need some work.

It’s no different that having a renovation  budget of 20k for the kitchen then discover plumbing and foundation problems and that kitchen budget gets cut to 15k.
