Looks like your issues are resolved.. so let me give you a bit of an afterthought.This is just the beginning of your challenge.

Finally was resolved on 12/27/2017 so....8 months of litigation and administrative tasks. 

I see the violation event prior to the actual creation of the note and I am just not sure if through a mod the issue is resolved properly.

I did have a letter prepared to send via registered mail, which documented the timeline of events and all communication, and also listed action items and alternatives to get it resolved without resorting to small claims court.

I prefer, when I can, to resolve the issues with certainty and be done with them.

Obviously we could take the handle off but a pair of channel locks will resolve that.

After you have the financials, you should attend an HOA meeting or even reach out to the Board to find out what they are doing to resolve the issue.
