Usually when a property doesnt get enough traction, it could mean price is too high and/or photos are not showing it well enough...

Based off the photo, it appears the parking area is also in the front, which as part of 'Tenant Proofing' I would add some sort of railing or fencing to prevent tenants from parking too close to the property.

My wife and I use this template: https://docs.google.com/docume...I've left it mostly filled in so that you can see the detail.I also print at CVS 3-5 photos (at least 5x7) in color with a before and after photo on each print. 

Instruct tenant to replace filters at the scheduled time and send you a photo of the filter installed with the date legible.

You may not want to go through that process but once you get it fixed up and get professional photos, you could potentially hold a mini auction for it.
