@Sergio Diaz let's guess, you signed up for an online "guru" course raving about how S8 tenants are suddenly the best thing ever and solve all a landlord's problems?

Personally if I don't have rental history within 3 years for a potential tenant and they say they own a property - I verify the address and name on title with the county that the property is located in (most states this info is online through the county assessor's website) 

Perhaps shoot for the Retiree market for overseas investors.

My thought was could I get it under contract and then market it to be sold and at the closing i would just pay them what we agreed upon and i keep the extra.

Bankers move around, rates increase and decrease, market conditions change, but these personal relationships can remain a constant throughout your career and will be critical to your success.
