Lower CAP rate generally means better area which comes with a lot of benefits such as: easier to keep rented, easier to raise rents, better quality of tenants (due to higher rents) and better value retention/appreciation.  

The benefit of an installment contract is the buyer can operate the property as an owner and pay down the total due for sale earning equity or bring the actual funds needed at the time of financing to an acceptable market level.  

I understand my solution does not work for many people who live farther away from their units, just wanted to give my input as it may benefit someone.

You don't have to take on the former, if you only want the benefits of the latter.
