I have a property more inline than some others and it ended up being the one in a floodzone.I believe the floodzone maps are on the FEMA website, they are the ones that designate it. 

Even though the 5th unit is not livable it’s clearly designed to be a living space if repaired so it won’t work.

But the 1031 would be into a passive vehicle designed to be out of sight out of mind and simply produce cash flow. 

Real Estate is complicated; you have to KNOW how it works, what the rules are, what the costs are  -  and a "guy on YouTube" is no different than a "guy in an alley selling designer watches." 

The governor that enacted this law happened to have family that were special needs.There are also funds from HUD designated towards housing homeless.

@Jeremy Willis this sounds like the typical seminar funnel circuit designed to get you in at a low price and only give you enough info to get you to purchase the next level of whatever they tell you you need.
