If you just include utilities, the tenants tend to be wasteful because they don't see the bills and their actual use doesn't affect their budget.I get an average based on historical use, then I split that based on the number of units, size of units, amenities included, etc.

@Babak Moini I'd stay away from all three Heights: Shaker, University&Cleveland.....at least until your cash flow can cover any problemsHighest taxes in Cuyahoga County, very old housing needs plenty of repairs and updates, some historic houses can't be cheap fixed - you have to have special license to update.
