I would like a bank that charges very little/nothing for closing/underwriting and is ok with broker opinion drive by desktop appraisal...

I'm too conservative to buy blind but if I did I would estimate repairs for worse case scenario and I would drive by the property, possibly try to take a peak and talk to the neighbors. 5) costs I can think of; closing costs, repairs, holding costs such and taxes.

We offer rei training and coaching plus do monthly trainings in tidewater.  

In order to have the umbrella policy I am required to have full auto insurance coverage at $250K each person/$500K per accident (which drives up my auto policy significantly by the way).

I have some meetups planned in Orange County, that may be a bit of a drive for you but I'll invite you so that you can stay posted as to what topics we're discussing.Also, I believe @Jim Keller has resources for meetups in the Riverside/San Bernardino County areas, but verify with Jim when you get the chance! 

He said well brother my clients will be born live and die in a 5 square mile area we just drive around till we find the car  LOL..

If you're ever on a drive from Cali to LV make sure to give the podcast a listen, those guys are quite humorous and informative, definitely worth listening to. 

Though I will say that if you do go that route, make sure you get the proper training and practice, practice, practice.

I am also rural so if you (or I) want to attend something like that we both know you're probably gonna drive....just like we have to for a lot of other things.
