You will be considered the resident of US for tax purpose if you meet substantial presence test.  

They attached a 1 page appraisal which compares it to a few residential lots.

Based on comparable comps, my property has some good appreciation and I’m an wanting to use this to acquire a another property.

For me, since I renovated my homes mainly myself, is looking back at what I didn't do.For example, I renovated a house, rented it, and when I looked at my second house one of my first comments was "I must remove this popcorn ceiling" but in my previous house it didn't even occur to be to remove it.I compare what I did to my houses and there's this clear evolution in my style and capabilities.

@Steve JohnsonIf you are talking about the one that @Brandon Turner wrote for his original book, I recall it being good but needed to get tailored for Pennsylvania purposes.

That is counter to the purpose of screening where you are looking for reasons to reject. 

@Shawn Jaffee The home prices in many of the cities surrounding Austin tend to be a lot more favorable for beginning investment purposes than Austin itself.
