What tips or advice would you recommend to ID these agents and how would you go about trying to build a relationship?

They are refusing because of this guy's statement in 1996. 

I wouldn't be surprised if the previous owner knew this. 

But once we went through the process of this revision to approved action, it triggered HCD to get involved since it’s in their jurisdiction since it’s a “special occupancy park”.

Thanks for the response Tyler, only issue is, financing is provided based on the deal, and this is where I'm stuck. when you say have the financing ready to jump on any good deal, I hear you and agree with you, but like I said, debt or equity investors would want to see the deal first before signing any agreements.
