Based on some data I came across for this particular East of Downtown area, I saw it to have a high crime rate and high vacancy rate, however, I wanted to see, from folks' experience in investing in this market, if you have any insight or thoughts as to if this is a promising area to invest in?

I would not pay attention to that data.1) The owner is probably getting called regularly, and being asked if they want to sell. 

Lastly, that star rating is pulled at more macro-level data.

Unless you are in my market, that data point is irrelevant. 

I don't doubt thats what the data said but even if you went section 8, most vouchers I've seen have a 3 bed amount of $1400 and change.
