They left because the cost of living is too high, they are tired of government regulation and/or taxes, or the crime was out of control.

My thought, having been in the same pinch is to look for seller financing, a tired landlord who wants to sell on payments.

There are some opportunities lower than that but what we have found is most below that amount have zero money in the deal and no experienceI call them tire kickers

However, part of what I was trying to convey was that there are a lot more tires than you will recognize as worth kicking or even see.
