Hi all, does investing in a C-D grade area pay dividends when a massive development has been proposed for it?  

If power company would allow the people to raise their homes, FEMA requires that the piers be steel and concrete, no wooden stilts. 

The 1st and 2nd massively over encumbering trust deeds are open and remain and are not a title issue.  

Hurricanes are the biggest concern, but the building is all reinforced concrete HOA fees cover the building and home owners would covers the contents.

Concrete (labor/materials):  $4-5/sf (4" pour)3.
