You seem like a great candidate for a DSCR Loan - and you have great timing as rates have finally started to really come down to make cash-out refinances viable again!

You are missing a lot of steps and costs and forecasting of obstacles.I've been through the BRRRR 100+ times with clients. 

I'm having a hard time coming up with any other answer than, as the one putting in 100% of the cash, I want 100% of the equity.If you're going to manage the property, I think you deserve to get paid the property manager's fee.If you're finding the property and offering it to me, a RE commission or finder's fee would be in order.If you're going to manage the rehab to get it rent ready, a fee for that service would be in order, too.But I'm having a hard time with any of that justifying an equity stake on your part.

1) How to present to the city council. 2) Time required to get basic work done for rezoning and survey. 3) Doing it all with 2 small children and being the primary care taker in my family.

As long as you're financing it as an investment property you should be able to.You might have a hard time getting a lender to fund if you don't have rental rates/estimates to provide to the lender.

But given that the renovation was done such a long time ago, there are some wear and tear, like Window and HVAC, shower handle and stuff, so we have been updating those one thing at a time, and I'm hoping that this house can handle another 20 year so the $ we poured in for the new set of windows are worth it...Would appreciate any thoughts!

Takes a lot of time for the first one so you need to stay disciplined and consistent.
