My main concerns come in the fact that there are very few property management companies up here and market appreciation seems very low in comparison to the more populated areas. 

It's the lack of BRRRR that is concerning. 

However, I am concerned about getting a good deal on a property without some sort of value add which in my mind would mean a property that needs some sort of fixing. 

Good afternoon BP,I am PCSing to Idaho soon and in my search for a Duplex in SE Boise or Mountain Home, I'm concerned that most properties seem to have tenants in place on leases that would continue past the 60 days within loan closing, 60 days being a reasonable time to occupy according to the VA.

That to me is no different than the partner hiring a plumber for the flip for $60 and then charging $500 to the project, with the $440 going into his pocket.If your concern is opportunity cost because you have more demand for your employees than you have bandwidth, then hire more employees. 

My bigger concern is whether she can actually afford the rent long-term, or if any "unexpected" event from here on out will put her further behind.

It can be exhausting trying to get this information yourself via the internet when so many "sources of information" offer conflicting reports or just blatantly try to push you through some sales funnel without bothering (or caring) to address your actual concerns.
