If he was it's amazing the school hasn't fallen down.They were nice people but they had almost adult children who seemed to pop out babies like they were PEZ dispensers, then drop them off at mom and dads to raise.

In most cases this will prevent clogs.That said, some children can have very large bm's to the point where they wont flush and may require something to break them up.This would definitely be a tenant issue and not the landlord.
