@Brad Swearingen from my experience, the permit pricing is not very significant to the overall rehab budget, but what is troublesome is the time it takes for the inspector to do their job and the picky nature of certain individuals.

It's all odds based.You run a good chance that the tenant won't challenge it as they did do damage, however if they do challenge it & take you to court you'll probably loose & most jurisdictions allow the tenant to sue you for double damages.

If you did not advise them of what was needed to prevent pipes from freezing and they were not blatantly negligent like turning the heat off to house then that is on you since the incident is considered natural disaster.
