They wiggle around so much and rub up against the walls I have seen a lot with huge holes after 5 years.The most efficient way I have seen it done is using an electric leaf blower and blowing it clean from the inside out.

I highly recommend applying for the rebate if you are considering adding insulation, and best process is to get the form ahead of time so you can make sure you buy enough to get the blower for free and you meet the rebate requirements.
