Those with good school districts tend to attract higher rent premiums, offer better appreciation potential, and lower risk as they are the last to decline during bad economic times.  

In other words, waiving the inspection can make your offer much more attractive, but do your homework first :)

I always read that rents don't fall but in some markets when the market softens landlords will drop the rents to attract the tenants.  

However, if you're the only owner that's doing it in the market, then it isn't feasible because you'll have a tough time attracting quality tenants.
