A member of an HOA may be exempt as well, having an ownership interest.Someone who is a principal, a member of a LLC for example can be exempt from licensing of a property owned by that LLC.Managers of housing units owned by non-profits are usually exempt, such as a board member or an employee.Investors may lien on the angle of having an equitable interest in a property too much in some (many) cases.

there is a wide range in that area, some spots can get in the 900 to 1000 range other streets you are lucky if you get 700.

Buy double wide with 1 acre to 2 of land for $25k, 5-10k fix up and rent for 12 months (must do this step for tax reasons) then seller finance 3 per year per myself and per my wife to stay within Dodd Frank guidelines.

In California you do not need to be licensed to manage your own properties, but I strongly recommend purchasing a landlord law book as the laws can be tricky here and they can vary widely by county and city.

I peeled away the tile in the next room, and it covered a 2' square of plywood covering an access hole to what looks like an old brick septic system that's probably 5' deep, 5' wide, and 8' long (I didn't climb down in to measure it).
