A land surveyor is needed to create a plat map, this will show the divided area, including details about the provision of utilities, sewage, a road network, etc.Last time I had a similar project, the city has a 30% land loss that requires to be "open", plant trees, roads, open spaces, community areas, play courts, etc.The key to this is government requirements, so I would say your local codes determine on how the land would be structured.

I just wasn't seeing the forest for the trees, I guess.

I am planning to cut some trees next to the house and will fill a hole when the weather allows me to get to the roof because I don't want the damage, nor do I want unhappy tenants.Recently, they said that they are frightened that the squirrel will come inside the house and that they have talked about moving out - I didn't discourage this because they complain about everything.

The city has every class of neighborhood, from slummy areas to tree-lined streets where professionals live, like us.

Yet, as you point out, everyone else with the external vantage point can see the forest beyond the trees.  

It can also mean wetlands, and the buffer zones for those...The last thing I'll mention...Trees.
