It is a rehab project but we are not replacing sinks, counters, cabinets and bathtubs so there is still quite a bit of cleaning to do.

Would I sink money into a place I knew would get stripped of copper and every other available resource (empty or not)?

@Felipe Diaz,I'd strongly advise you to read what @matt slakey @Matt Slakey suggests above twice, and let that sink in.  

It just seems weird that a washer hookup downstairs would affect a sink upstairs. 

Upon doing this it leaked and she had to turn the water to the sink off because of it.

The top two units are in ok shape and I plan to just do new paint, re-glaze the tubs/sink, put in nice wall tiles on kitchen/bath backdrops doing work myself to save money.
