I called the city and was told I could apply to appeal but it takes about 6 months, a couple thousand dollars, 2 public hearings, and there is no guarantee it will get approved.

It seems like you are more concerned with where the money goes and how it gets there when you obtain it. 

Unfortunately, reputable, quality contractors are hard to come by and likely won't be found on any public forum like this one.

Almost no one will provide lists in Kansas due to some silly rules about using public information for solicitation.
