He has been constantly pushing back when he will completely be moving out and has not paid rent.

I still need to get with my bank and see about a pre-approval and then will be finding a realtor. 

This tenant remembered paying double deposit, but looking at the rent roll and signed lease they only paid one month rent for security deposit.

They get a receipt and I go online to see who has paid.

Maybe attempt to secure a pre-arranged agreement with the university before buying it that would be beneficial to you.  

I plan to use it for real estate and just pay it off when the 2-3 yr dead period for pre-pay ends.

I can afford payments on the debt that I have and get it all paid off while it's still 0% interest even if I buy this house.

I received an interesting proposition today - if I find a tenant for a commercial property then I'll get paid a "finder's fee" by the owner.
