Sounds like it I switch my mailing address and license, it would be OK, but then again, it could be a big headache if someone from HUD (or whatever the enforcement agency is) were to question it and threatens a 250K fine or 5 years in jail...

If it is a mobile home let me know and my advice will change a lot.

With that said, how do you bypass Google’s stricter policies and still successfully rank someone to the top of search results if they are a mobile business operating in multiple cities or states?

Would financing through a local bank and then refinancing to agency debt satisfy Freddie and Fannie experience requirements? 

I can use my mobile phone to snap the receipt and it can do an OCR and pretty good at associating the receipt image to the actual transaction. 

Sell the judgement to a debt collection agency (you'll get pennies on the dollar but bear with me) and it will screw his credit as debt collection agencies report to the three credit agencies (and so he will have trouble getting loans/renting a unit as you've messed up his credit, given him an eviction and won a judgement against him).
