My proposed solution is to counteroffer that the seller advises the tenant of a non renewal , deliver atleast that unit vacant and we push the inspection period , appraisal and closing back until afterwards .

The lender is securing commitment to deliver at that rate so they have to hedge that rate risk and the fact that if rates stay the same or drop you will probably just go somewhere else.
