The reason there is so much ambiguity is that there is not a single source package that is designed to handle BOTH property management and bookkeeping well....there are systems that handle each one very well but not both (until you get into the larger apartment management packages like Yardi).

install the correct two prong  outlets your system was designed for or 2. add gfci protection and label the outlets as such.

Unfortunately, there is an easement (storm drain runs under the other lot) and the area is a designated so that all properties must be close to the sidewalk which is where the drain runs under so cannot build a property behind even though there's plenty of land.
