The tracking says it was delivered 10 days ago.

Passive meaning they are doing nothing in the project and expecting you (the sponsor) to deliver a return. 

I ended up ordering a $2k nicer Mitsubishi heat pump / AC system online and they delivered it to my door. (5 years ago) I installed it myself and then paid an AC guy $400 to connect the wires to it and vacuum the system and connect the hoses.

And do it in an area that could potentially see some growth.If you company allows you to work remotely, I'd look to move to a much cheaper area and find a property that could deliver you some value -- low price point, high ARV, opportunity to improve, etc.Then you could work from home, househack, and have someone covering your living expenses while you also drastically reduce your transportation costs.Your 45k salary will cover the essentials and some good times for a young kid -- max your 401k and any other needs -- and the rest goes into your investments.

So if I am picking between a renovation and new acquisition, the renovation has to be able to deliver the entire return I would expect from another property, as cash. 

I know that for NON-COMPILANCE (curable) "7 days notice" should be delivered to tenant to fix or quit and in the bottom of the letter says "If same thing happens again your tenancy is subject to termination" With the 3 days notice is there in the law something I am missing?

They promised so much but don't deliver, saying it is not in the contract....when they purposely wrote the contract in such general terms you don't have any support.

I've looked around online and I can't find an answer to my question...In Louisiana, if no one is home when I deliver the notice, can it be left on the door for the tenants?

This is a catch 22, because the nicest assets in the best locations are the ones that are most feasible for an absentee owner, but they are also the most expensive, therefore delivering the lowest return.
