Personally, I am not; thus I can't quite tell you what to expect investment wise in Omaha in the rougher parts of the city.

I also lived there for several years and have been in different neighborhoods, so I have a fair lay of the land.

I'm need to find an "investor" friendly real estate agent in the city.  

Most cities will fine you for bandit signs.

In any case, hopefully a stable neighborhood will keep up with inflation and the value of the home will continue to rise as the debt on the property continues to decrease. 

I have been looking into some Duplex properties in CA recently and have been noticing that a large number seem to not have  a permit on file with their town or city for the second property that is on the land.

Some of the neighbourhoods i was planning were Omaha, NE; Portland/oregon city, OR.

(I'd be looking for a place in a decent working class neighborhood where I can rent to responsible grad students, or middle class professionals.)* are there any areas in Tampa where growth is anticipated?
