However, there is more red-tape with government lending programs, and the seller may be more attracted to cash offers or buyers using conventional bank financing.  

EA was groovy/hip 20 years ago, with edgy restaurants and The Earl, destinations that attracted tenants and flippers.  

I don't yet have the track record to attract private money.

Additionally, cash can be an effective strategy to acquire properties in situations with multiple competing buyers, or at property auctions.In each of these situations, cash provides either the only way to acquire an attractive asset, or delivers a distinct advantage over financing. 

Those with good school districts tend to attract higher rent premiums, offer better appreciation potential, and lower risk as they are the last to decline during bad economic times.  

In other words, waiving the inspection can make your offer much more attractive, but do your homework first :)

agree not a drop in rental prices, but perhaps a drop in rental income due to increased vacancy (physical and/or economic), depending on the quality of the neighborhood and ability to attract and spot (through tenant screening) quality tenants ...

I always read that rents don't fall but in some markets when the market softens landlords will drop the rents to attract the tenants.  

However, if you're the only owner that's doing it in the market, then it isn't feasible because you'll have a tough time attracting quality tenants.
