However, I've only had to do it once so far).On water and sewer, they can put in separate meters, but we'd have to track down each separate unit's supply line, etc. so we just bear with that.

I don't think extra costs for repairs whether the money is used out of pocket or used from a loan has any bearing.

It's not ideal, but I have seen $800,000.00 houses in Chicago with no sill plates and they were not "repaired" before being sold.

Not saying that rents will fall to a level reflecting a 12K investment, lucky for investors there are intrinsic values at play as well and investors will be charging what the rental market will bear, not what they have invested.
