I wish you could share this in a public forum so you could warn other Sellers of these tactics. 

Then, you would be even more restricted as far as acceptable grounds to evict her, from my understanding of Section 8 rules.Your best bet to getting her out before November, would be to start documenting her behavior and giving her written warnings - but it would have to be behavior that is something you can evict for.Did the police come?  

I tell her, I'm sorry, but there's no way for me to know who is smoking unless I catch them in the act, so I'm sorry, but if I catch someone smoking, I'll give them a warning, but I make no promises and if you're really miserable here, then all you have to do is give 30 days notice, since you're on month-to-month.You guessed it.  

Will this have been worth it....maybe go on social media and put a warning to other landlords about this tenant in your area.

This warning also applies to those contracts that are proffered by insurance consultants who scan available rentals to find housing for people who burn their house down and need a place to live while being rehabbed. 

If they make too much noise, you can give warnings and then kick them out.  3 day notice to quit the noise or get kicked out. 

To parking across 2 parking spaces constantly and when I said I was going to have to give them a warning because I'm getting complaints and I'd already asked several times and the owner was breathing down my throat about it (in a very nice way)- I got screamed at and that was the end of that friendship.Now, prior to being their friends, there were none of these issues.

The city doesn't have any duty regarding warning you a property might flood, and they didn't cause the flood.  

I'll warn you its a very competitive market here so you definitely need to get in with some local folks to get the good deals.
