It is not uncommon for Boards, driven by the desire to keep their own monthly fees low, and with complete disregard for what is actually in the best interest of ALL of the Owners, to "adjust" the monthly fees to their liking at budget time, in a completely arbitrary manner, for many years...until they have no choice but a Special Assessment or big loan to make badly needed repairs.
